代价太大| 拉黑华为英国5G建设将耽搁2到3年，英国数字化发展进入慢车道_

7月14日，英国政府宣布：

英国通讯运营商自今年12月31日起禁止购买华为5G新设备；在2027年之前移除现有网络中的所有华为5G设备。

英国数字化、文化、媒体与体育大臣（UK Secretary of State for Digital, Culture, Media and Sport）奥利弗·道登（Oliver Dowden）14日在议会上说：

So to be clear from the end of this year telecoms operators must not buy any 5G equipment from Huawei. And once the telecom security bill is passed it will be illegal for them to do so.

明确来说，从今年年底起，英国电信运营商不得向华为购买任何5G设备，一旦电信安全法案通过，这种行为将被视为违法。

It is necessary and indeed prudent to commit to a timetable for the removal of Huawei equipment from our 5g network by 2027. Let me be clear, this requirement will be set out in law by the telecom security bill.

我们有必要且必须谨慎遵循时间表，在2027年之前移除5G网络中所有华为设备。明确来说，这一要求将写进电信安全法案中，具有法律效应。

道登承认，此举会导致英国5G建设推迟一年，但坚称“事关维护英国电信网络长期安全”，尤其是“考虑到美国的制裁”。

华为回应：被政治化感到遗憾

华为英国的发言人也很快在社交媒体回应此事：

Ed Brewster, a spokesperson for Huawei UK, said: "This disappointing decision is bad news for anyone in the UK with a mobile phone. It threatens to move Britain into the digital slow lane, push up bills and deepen the digital divide."

华为英国的发言人布鲁斯特表示：“这一令人失望的决定对英国所有手机用户来说都是一个坏消息。这危及英国自身，可能会令英国踏上数字化发展的慢车道、增加通讯开支，并加深数字鸿沟。”

"Instead of 'levelling up' the government is levelling down and we urge them to reconsider. We remain confident that the new US restrictions would not have affected the resilience or security of the products we supply to the UK."

竞争对手野心勃勃

禁令发布后不久，旗下业务或将受到巨大影响的英国电信巨头BT公司发言人表示他们需要“进一步分析政府这一决定的细节和牵涉领域，再考虑此举潜在的成本和影响”。

“…further analyse the details and implications of this decision before taking a view of potential costs and impacts.”

据英国《卫报》报道，BT旗下的通讯商EE，其5G网络中约有三分之二都使用了华为设备，其余三分之一由诺基亚（Nokia）提供。

另一家英国主流通讯运营商沃达丰（Vodafone），约有三分一的5G网络依赖华为设备，其余由爱立信（Ericsson）公司支持。

芬兰的诺基亚与瑞典的爱立信，这两家华为在5G领域的竞争对手，也在英国禁令后相继表态。

据BBC报道，诺基亚称：

"We have the capacity and expertise to replace all of the Huawei equipment in the UK's networks at scale and speed... with minimal impact on the people using our customers' networks," said Nokia.

“我们有能力和专业技术来大规模和快速地替换英国网络中的所有华为设备……把对使用我们客户网络用户的影响降到最小。”

爱立信则表示：

"Today's decision removes the uncertainty that was slowing down investment decisions around the deployment of 5G in the UK... and we stand ready to work with the UK operators to meet their timetable."

“（英国）今天的决定消除了不确定性，该不确定性曾使英国在部署5G时的投资决策放缓……我们时刻准备与英国的通讯商合作，在政府规定的期限内完成（移除华为设备）。”

竞争对手言语间透露的野心不言而喻，可即便英国在5G市场上可能勉强找到“替代选项”，也不得不为此付出高昂的代价。

英国5G建设将耽搁2到3年

英国文化大臣道登在宣布对华为的5G禁令时，将这半年多来英国在华为问题上所付出的代价一一列举：

►Our decisions in January had already set back that rollout by a year and cost up to a billion pounds.

我们一月份的决定已经使英国建设5G的进度延迟了一年，并带来高达10亿英镑的费用。

►Today's decision to ban the procurement of new Huawei 5G equipment from the end of this year will delay rollout by a further year and will add up to half a billion pounds to costs.

今天做出的决定，也就是从今年年底开始禁止采购新的华为5G设备，将把英国5G建设进度再延迟一年，并再增加高达5亿英镑的成本。

►Requiring operators in addition to remove Huawei equipment from their 5G networks by 2027 will add hundreds of millions of pounds further to the cost and further delay rollout.

此外，要求运营商在2027年之前将华为设备从5G网络中移除，这将再增加数亿英镑的成本并进一步延迟5G铺设进度。

►This means accumulative delay to 5G rollout of two to three years and costs of up to 2 billion pounds.

这意味着英国5G铺设进度将累计被耽搁2至3年，并将为此付出高达20亿英镑的经济代价。

不惜走上数字发展慢车道、付出巨大的经济代价也要封禁华为，英国政府承认，这一决定与美国升级对华为的限制有关。

屈服于美国的压力

今年5月，美国商务部网站发布公告称，限制华为使用美国技术和软件在国外设计和制造半导体。

尽管华为已经否认美国政策会对其产品安全性（security）或韧性（resilience）造成影响，英国政府仍称美国对华为的制裁将对华为供应链造成不确定性，并将此作为颁布禁令的主要原因。

《卫报》分析认为，英国这样做是不愿意为华为禁令“背锅”。

It was noticeable that the UK government did not wish to take ownership of the decision to ease out Huawei.

《卫报》同时报道称美国国家安全顾问奥布赖恩（Robert O’Brien）本周将在巴黎与法国、意大利、德国等欧盟官员会面，施压游说其禁用华为部署本国5G网络。

So far the head of France’s cybersecurity authority has ruled out a total ban on Huawei, and Germany’s Deutsche Telekom, Huawei’s largest customer in Europe, has argued firmly against any blanket ban on individual vendors.

目前，法国网络安全部门负责人已经否决了对华为采取全面禁令的可能。德国电信——华为在欧洲最大的客户，此前坚决反对任何针对单一供应商的全面禁令。

美国的施压能否改变这些国家的态度现在还是未知数。颁布了禁令的英国却注定要面临巨大的代价。

英国电信公司首席执行官詹森（Philip Jansen）已经警告称，如果在5G网络升级建设过程中，英国通讯业被要求削减与华为的业务网络，可能会造成英国“通讯中断”，并带来安全隐患。

Philip Jansen also warned of “outages” and possible security risks if the sector was told to curtail all business with the Chinese technology company during the building of the 5G network upgrade.
